What is the purpose of a Pre-Determination Hearing (PDH)?

The purpose of a Pre-Determination Hearing (PDH) is to provide an opportunity for an employee to address intended discipline before a final decision is made. During this hearing, the employee can present their side of the story, provide evidence, and express any mitigating factors that might influence the decision regarding the proposed disciplinary action. This process is essential as it ensures fairness and due process, allowing the employee a chance to respond to the allegations or the proposed consequences.

While finalizing an employee's termination is typically the outcome of the disciplinary process, this decision is not made at the PDH itself. Gathering evidence against an employee generally occurs earlier in the investigation phase, which leads to the PDH. Informing the public about employee conduct is not a primary function of the PDH, as these hearings are usually internal proceedings focused on the employee’s individual case.
